Rebecca Woodward, PhD

Senior Analytic Consultant

Dr. Woodward is an experienced quantitative researcher who has been working in the field of health services research for 15 years. Her current and previous roles include being researcher on the Community Living System team that examines State long-term services and supports (LTSS); lead analyst on a Minnesota project measuring access to LTSS; contractor project manager and analyst in pharmacoeconomics, contributing to projects in various therapeutic areas and addressing methodological issues related to health outcomes and quality of life; academic research associate, working with a team of physicians and other researchers to investigate the return on investment in cancer care and population health measurement. She has also been a presenter at national conferences and lead author on articles published in peer-reviewed journals. She was a National Institute of Mental Health trainee, focusing on child and adolescent mental health issues and service use.


Dr. Woodward has a PhD in health economics from the Johns Hopkins University, Bloomberg School of Public Health. She also holds a BA in politics from Oberlin College.
